To accomplish the resumption of commercial passenger flights in Ecuador, the National Emergency Operations Committee (COE), issued on June 1 the Protocol to enter the country by air, mandatory preventive isolation stay and leave during the span of the state of emergency. Below are the general provisions of the protocol:

 

  • Passengers must fill out and sign, prior to disembarking, the Traveler's Health Record, which will be delivered to the staff of the Ministry of Public Health who upon arrival will be in charge of the respective medical evaluation of passengers.
  • Upon entering the country, passengers must sign a commitment letter(Special Immigration Form), by which they agree to abide by the provisionsestablished by the authorities and comply with mandatory preventive isolation (MPI). Passengers must deliver this document to the immigration authority upon entering the country.
  • A negative PCR test will be requiredof passengers, carried out no later than 7 days before the trip. In the event that the PCR test cannot be performed in the country of origin, the passenger, upon arrival in Ecuador, will undergo a test to detect SARS-CoV-2 that the Health Authority determines. The passenger must accept this conditionbefore boarding.
  • All costsof transportation, accommodation and food must be covered by travelers.
  • In cases where the MPI is carried out in a temporary shelter site, accommodation and food costsmust be covered by the person entering the country; additionally, the preventive isolation must be in same city of the airportused to enter the country.
  • Immediately after arriving in Ecuador, the traveler must comply with the MPI, according to the operational guidelines established by the Sanitary Authority, for a period of fourteen (14) days. MPI countdown begins upon the date of entering the country (13 nights 14 days).
  • All resident nationals and foreigners who are part of priority attention groups(in general: children and adolescents without legal representatives or parents, pregnant women, people with disabilities, people with catastrophic illnesses, older adults and deported people) will carry out the MPI at home. The Public Health staff will be in charge of defining priority attention groups at the time of arrival.
  • All nationals and foreign residentswho are not within the priority attention groups that have a negative PCR test will fulfill their MPI at home.
  • All nationals and foreign residentswho are not within the priority attention groups and do not have a negative PCR test, will perform their MPI in temporary accommodation.
  • Non-resident foreigners will carry out their MPI in temporary accommodation.
  • People and relativeswho have contact with travelersupon arrival or while they are complying with the respective MPI, must also comply with the MPI.
  • In case of violation of the MPIand of providing false informationin the Traveler's Health Record, travelers will be subject to the corresponding administrative, civil and criminal sanctions as established in current regulations.

There are no restrictions for arrival passengers on domestic flights, however, the authorities of the National or Metropolitan COE can establish the sanitary measures they deem necessary upon arrival at the Quito airport.

 

Sanitary protection protocols and processes at Quito airport

These are the health protection and control protocols that have been applied at Mariscal Sucre International Airport since June 1, 2020 for the departure and arrival of passengers.

 

Domestic and International departures

  • Upon entry to the terminal, passengers must:
  • Line up on the sidewalk keeping proper social distancing.
  • Pass over the shoe sanitizing mat.
  • Properly wear a face mask.
  • Show travel documents to security personnel (boarding pass and identity card or passport).
  • Pass through body temperature control. In the event that a traveler registers a high temperature, they will not be able to travel and will be evaluated by health personnel.
  • Apply hand sanitizer on hands.
  • Follow normal airport processes while maintaining social distance.
  • We remind citizens that only passengers with a confirmed flight for that day will have access to the terminal. No family or companions may enter.

 

International arrival

  • International arrival passengers must:
  • Pass over the shoe sanitizing mat.
  • Properly wear a face mask.
  • Pass through body temperature control. In the event that a traveler registers a high temperature, they will not be able to travel and will be evaluated by health personnel.

 

General recommendations

We ask passengers to consider the recommendations to take their flight in the most efficient and safe way:

  • Only passengers with a confirmed flightpresenting a boarding pass or flight ticket may enter the terminal. The entry of family or companions is prohibited.
  • Check inonline to avoid processes and save time in the terminal.
  • Arrive at the airport four hours in advancefor international flights and two hours for domestic flights.
  • Avoid dressing with metal objectsto speed up the security filter process. If you carry coins, keys or any metal object, please place them in your carry-on luggage.
  • If you arrived well in advance of your flightor you want to receive a passenger who arrives in the city, remember that you can wait comfortably at the Quito Airport Center, which has various services and all the sanitary security
  • Air tickets are not sold at the airport; therefore, it is useless to go to the airport to buy a ticket. Buy your flight through the websites of airlines and travel agencies.
